Shanghai West Hongqiao Business Development Co., Ltd. was established in March 2010 as the main entity responsible for the development and construction of the West Hongqiao Business District. It undertakes specific tasks such as overall planning and construction, land acquisition and reserves, and investment attraction within the West Hongqiao Business District. The company has fully-owned subsidiaries such as Shanghai West Hongqiao Entrepreneurship Service Co., Ltd., Shanghai West Hongqiao Enterprise Service Co., Ltd., and Shanghai West Hongqiao Investment Management Co., Ltd. to cater to the diverse needs of various businesses.

Since the 18th National Congress of the Communist Party of China, under the guidance of the development of six leading industries and industrial layout, the West Hongqiao Business District has focused on building four industrial platforms. These platforms revolve around the "Exhibition Development Core" as the center and are supported by the "Exhibition Supporting Area" ,"Headquarters Economic Area", "Science and Technology Innovation Industrial Area", "Cultural Tourism and Scientific Education Area", and "Ecological Living Area", forming an overall development pattern of "one core and five zones". During the "13th Five-Year Plan" period, the West Hongqiao Business District seized three national strategic opportunities: the China International Import Expo, the integrated development of the Yangtze River Delta, and the construction of the Hongqiao International Open Hub. It transitioned from regional relocation and sporadic development to comprehensive development and industrial accumulation. Industries such as the Import Expo, headquarters economy, conferences, and BeiDou have promoted economic growth. Currently, 90% of the transportation and municipal infrastructure construction within the region has been completed, including six significant projects such as the National Exhibition and Convention Center and Greenland Hongqiao World Center. The spillover effects of the Import Expo continue to manifest, and the pattern of the headquarters economy has taken shape.

During the period of "14th Five-Year Plan", the West Hongqiao Business District endeavors to embody the vision of"pioneering the coordinated development with Qingdong, becoming the vanguard of the new era for Qingpu",while also striving to serve as the"new driving force for Qingpu's economic development"and adhering to the goal set by the Hongqiao International Central Business District to establish an"internationally first-class business district".The district aims to establish a comprehensive development framework, known as the "One District, Four Cities" business zone, encompassing the Hub City for element convergence, the Quality City for urban-industrial integration, the Future City for eco-intelligence, and the Collaborative City for internal attraction and external linkage.
