In the year 2010, the Shanghai Municipal Government designated Qingpu Dianshan Lake New City as one of the key newly developed areas in the outskirts of Shanghai. During the same year, the Shanghai Dianshan Lake New City Development Co., Ltd. (hereinafter referred to as the “company") was formally established and registered. Since its inception, the company has successively absorbed and merged with the original Shanghai Qingpu New City Construction Development (Group) Co., Ltd., the original Shanghai Zhujiajiao Investment and Development Co., Ltd., and the original Shanghai Lake Area Construction and Development Co., Ltd. In December 2020, the company was officially renamed as "Shanghai Qingpu Newcity Development (Group) Co., Ltd".

The company is a nationally-owned enterprise under the jurisdiction of the Qingpu District Government in Shanghai. Its primary responsibility lies in the development and construction of the Qingpu New City area, covering various sectors such as engineering construction, real estate development and management, asset management, investment attraction, and educational investment. The company consists of 11 departments and 13 subsidiaries, with a total of 410 full-time employees. As of the end of 2021, the company's total assets amounted to approximately 36.65 billion CNY.

Since its establishment, the company has been steadfastly pursuing the vision of "New Qingpu, New Life." Anchored in its dual-city positioning, it adheres to the concept of "integration of industry and city, harmony with water city". With a commitment tohigh-level planning, high-standard construction, and high efficiency in project execution, the company is continuously accelerating the development and construction of the new city. As a result, the urban functions and service standards of the new city are continuously improving.

With the implementation of significant strategic tasks such as the Import Expo, the integrated development of the Yangtze River Delta, the establishment of Hongqiao International Open Hub, and the construction of the new city, during the "14th Five-Year Plan" period, the company will thoroughly implement the new era's "one city, two wings" strategic layout. According to the goal positioning of being the gateway city of the Shanghai metropolitan area, the central city of the integrated demonstration zone, and the hub city of the Yangtze River Delta urban cluster, it will strive to adhere to the overall requirements of "integration of industry and city, comprehensive functionality, balance between work and living, ecological livability, convenient transportation, and efficient governance". Additionally, it aims to develop the New City Company into a comprehensive service provider in urban development and operation with regional influence, making new and greater contributions in serving the national strategy and facilitating Qingpu's rapid construction as a hub and gateway to a socialist modern international metropolis.
