Extended windows

Adhering to the service concept of "thinking about what enterprises think and worrying about what enterprises worry about", we will further extend the physical hall window to the park, establish comprehensive service windows in the Qingpu Industrial Park and West Hongqiao Sub-centers of the district government service center, and include hundreds of high-frequency items related to enterprises such as market access and talent services. We will further enhance our service for enterprises and achieve "entering one door and doing multiple things". At the same time, we actively play the role of "AI+government services" and use technologies such as video calling, screen sharing and remote operation to extend remote virtual window services to sub-centers. Comprehensive window staff can connect with relevant functional department staff through video, complete material acceptance and preliminary review under their guidance, and timely help enterprises solve problems encountered in the processing process, enable enterprises to enjoy efficient, convenient, and quality government services without having to go to the market or human resources departments again.

Preferential policies for enterprises

Set up a comprehensive service window for "preferential policies for enterprises" in the district government service center, centralizing multi departmental preferential policies into one window, adopting a front-desk consultation guidance and processing, and a back-end classification review mode, making it faster for enterprises to consult policies and submit materials. The first batch of "preferential policies for enterprises" items list includes 3 business departments and 4 items, among which the "2023 Qingpu District Cultural and Creative Industry Park, Demonstration Buildings and Demonstration Space" project of the District Cultural and Tourism Bureau and the "2023 Second Batch Qingpu District Brand Construction Special Fund Project" of the District Market Supervision Bureau can be directly applied for through the window. At the same time, relying on channels such as the exclusive website of enterprises in Qingpu District and the "Suishenban" enterprise cloud Qingpu flagship store preferential enterprise policy zone, we will strengthen the comprehensive promotion of "preferential enterprise policies", so that market entities can more conveniently and quickly understand relevant policy information, avoid "repeated inquiries and multiple searches", and create a comprehensive policy service that integrates online and offline.

Data empowerment

The "Enterprise Exclusive Website" is an exclusive platform that provides enterprises with precise services. After logging in through the legal person's One Pass, enterprises can view their basic information, processing information, license information, and other exclusive files, and can match and apply for relevant policies, making it easy for enterprises to handle affairs and internal management. Since the beginning of this year, the big data center of the district government office has continuously deepened public data governance, comprehensively optimized the "enterprise exclusive webpage" function, and further improved its proactive, intelligent, and precise service capabilities.

Further improve the exclusive archives of enterprises, taking basic information, intellectual property rights, and business information as dimensions, combined with electronic licenses, electronic materials, transaction records, and electronic seals, using artificial intelligence algorithms to automatically match exclusive policies based on enterprise portraits and browsing, automatically check the matching status of policy items, and provide intelligent matching, intelligent examination, and application guidance services for policy items. As of now, 286 policy projects have been preliminarily matched, and 75 high-frequency policy projects can further carry out intelligent in-depth examinations, including the Qingpu District Enterprise Technology Center Certification Project and the Qingpu District Science and Technology Little Giant Enterprise Certification Project. After subscribing to relevant policy projects, the message center will proactively remind the application time, and in the later stage, intelligent functions such as license expiration, work progress, and new policy reminders will gradually be added, making enterprises feel ease and convenient to enjoy policy dividends.

In addition, the authorization and agency function of the "Enterprise Exclusive Website" has been expanded on the basis of 10 scenarios in 2022, adding 20 high-frequency scenarios such as "Labor Dispatch License" and "Road Freight Transport" to achieve online authorization and offline processing. After completing the legal person authorization on the "Enterprise Exclusive Website", the staff can present their "Suishen Code" at the district government service center window, and then query the authorization information with one click to handle relevant agency business for them. The entire process does not require submitting any agency proof materials or personal documents, greatly improving the efficiency and experience of the window's service.
