The "Shanghai Action Plan for Enhancing Confidence, Expanding Demand, Stabilizing Growth, and Promoting Development" (hereinafter referred to as the "Action Plan") released on January 29 has launched a total of 32 policy measures to solve practical difficulties while also seeking long-term development.

The continuous release of heavyweight new policies reflects Shanghai's determination and courage to deepen market-oriented reform and better motivate, alleviate and solve difficulties for enterprises. Let's take a look together, how can Qingpu District continuously optimize its business environment.

Qingpu District: Comprehensively promote the integration of government services in the demonstration zone, and create the optimal business environment in the Yangtze River Delta

Qingpu District adheres to the coordination of the three regions, summarizes the reform experience of "Government Online Offline", "no meeting approval", and "no more than once", and jointly studies and forms a work plan with Wujiang and Jiashan. A special working group for the integration of government services in the three regions is established, and a monthly meeting system is established to strengthen the cross regional access and data exchange of government services, and achieve the comprehensive integration of "Government Online Offline" across administrative regions in the integrated demonstration zone. Actively promote the construction of online channels for government services, achieve full coverage of offline terminals, and achieve innovative results in cross regional communication.

Qingpu District relies on the Yangtze River Delta government service "Government Online Offline" platform to open up shared channels and actively integrate into the Yangtze River Delta "Government Online Offline" user system, effectively achieving trust transfer and achieving "Login with One Number". At present, the "Government Online Offline" column in the demonstration zone has settled in 92 enterprise service items and 58 personal service items. By sorting out and aggregating offline specialized window service outlets within the three areas of the demonstration zone, we have integrated them to form a government service map of the demonstration zone, which facilitates enterprises and the public to quickly query and select nearby offline specialized window locations for processing, achieving "one map query". Innovate the establishment of a mobile platform column for the Yangtze River Delta Integration Demonstration Zone, based on the PC platform's "Government Online Offline" column, and rely on mobile apps from two provinces and one city to connect the user system in the three regions, achieving seamless roaming and "fingertip handling" of government services in the three regions. By collecting necessary information from market entities and individuals in the three regions of Qingpu, Wujiang, and Jiashan, and through data sharing and the use of electronic licenses, intelligent form filling, self-service printing, and efficient acceptance are achieved, providing a new experience for offline application submission by the masses, further promoting the pioneering exploration of cross provincial government service items in the integrated demonstration zone through mobile communication.
