To better focus on regional development needs and talent demand and promote the concentration of talent in key industries, Qingpu District has introduced a new policy on talent settlement.
The policy proposes to provide rental subsidies for young talents who meet the conditions and purchase subsidies for high-level talents based on their levels.
The district will also increase the supply of rental housing for talents, focusing on areas with convenient transportation, concentrated industries and business centers with convenient living conditions. By the end of 2025, the district plans to provide a total of 50,000 units of housing for talents.
The policy stipulates that non-Shanghai residents who meet the requirements of their employers, personal qualifications and work experience in Qingpu District can buy one housing unit within the scope of the Qingpu New Town, provided that they have paid social security or personal income tax in Shanghai for three years or more and have no housing in the city before. The purchase quota is adjusted from being based on families to individual qualifications.
