Shanghai has opened a new service center for foreigners with the Xicen International Talent Hub in Qingpu District starting operations over the weekend.

With the inauguration of the Huawei Lianqiu Lake R&D Center, the Xicen Science and Innovation Town is poised to transform into a high-level scientific and technological innovation town.

The two-story hub in Xicen,covering 780 square meters, is a one-stop platform offering various government and life services. It comprises a service hall, shared spaces, a multifunctional hall, a cafe, and other support areas, among others.

Xicen International Talent Hub opened in Qingpu District over the weekend.

Additionally, it is equipped with facilities including a talent lounge, innovation center, business space, youth center, self-service book bar, and housing service areas.

Focusing on the entire life cycle of talented personnel, it offers 104 basic services, including ID card application, household registration, and social security processing.

To achieve integrated and efficient services, it integrates 10 "one-stop" services related to talent settlement, employment, entrepreneurship, residence, education, and health care, significantly cutting the application time for applicants and exempting them from shuttling between multiple government departments.

What's on offer for foreigners

Designed specifically for foreigners, it offers a super service package that provides an international and convenient service experience.

The public security window established in the hub has integrated 23 high-frequency services, including ID card application, household registration, ordinary passport processing, travel permits to and from Hong Kong, Macau and Taiwan, and foreigner visa document appointment handling.

These mainly include household registration of international students and foreigners' work permit in China, their residence permit for work as well as visa extension, renewal and reissue for foreigners.

Moreover, the hub will host cultural salons, team building and health and wellness activities and provide tourism consultation service. It will also include drivers' license renewal and dog registration services for talents in the science and technology innovation park.
