Baihe Town debuts cross-border e-commerce pilot zone at ECF Release time:March 04,2026
Baihe Town in Qingpu District is showcasing the Hongqiao “Cross-Border E-Commerce+Industry Belt” Pilot Zone at the ongoing East China Fair's cross-border e-commerce exhibition area.
As the birthplace of Qinglong Town, Shanghai's earliest important overseas trade hub during the Tang and Song dynasties(618-1279), Baihe Town now sits at the intersection of three major national strategies--the Hongqiao International Open Hub, the China International Import Expo, and the integrated development of the Yangtze River Delta.
Relying on58.7 square kilometers of development space, nearly 700,000 square meters of warehousing and logistics infrastructure, and Qinglong Port,the city's only inland river port currently under construction, Baihe Town has established a solid foundation for cross-border e-commerce development.
Since its launch in July 2025, the Hongqiao “Cross-Border E-Commerce+Industry Belt” Pilot Zone has cumulatively attracted 377 enterprises as of the end of February 2026, covering the entire cross-border e-commerce industry chain. A total of 8.333 billion yuan(US$1.21 billion)in export transaction value has been declared, with import and export volume in January 2026 accounting for 77 percent of Qingpu District's total cross-border e-commerce volume.
The zone has processed Shanghai's first consolidated sea freight operation combining the "9710" and "9610" customs models and the city's first "9810" list model sea freight operation, continuously achieving breakthroughs with innovative practices.
The cross-border e-commerce sea freight export pre-consolidation warehouse, launched in September 2025, completed 479 containers of sea freight exports within its first two months of operation, with cargo value exceedingUS$38 million. It has achieved full-chain digital and intelligent services integrating warehousing, port operations, and distribution.
In the future, the zone will explore AI-assisted supervision and intelligent scheduling for multimodal transport, empowering product selection, research and development, and precision marketing with AI, to build an efficient and compliant digital and intelligent global expansion system.
