Oracle launches AI talent center in Qingpu Release time:June 25,2026

Oracle (Shanghai) AI Talent Innovation Center opened at Hongqiao SHOWAY in Xujing Town, Qingpu District,on June 22. Jointly established by Qingpu Science and Technology Innovation Group and Oracle Corporation, together with its partners, the center is positioned to serve Shanghai and the broader Yangtze River Delta region.

The center focuses on two core areas: AI talent development and AI OPC (One-Person Company) business incubation. Leveraging Oracle's technology systems, certification resources, and partner ecosystem, it aims to advance AI talent cultivation, industrial applications, and innovation-driven entrepreneurship.

To support enterprise digital transformation, AI application development, AI agent infrastructure, and digital content production, the center will introduce Oracle APEX low-code development platform, AI databases, AI Agent Infrastructure, and other technological resources. It will connect universities, businesses, and startup teams to create a closed-loop ecosystem encompassing curriculum development, certification training, project-based learning, job placement, and startup incubation.

Shanghai Waqi Technology Co Ltd, one of the center's first resident companies, focuses on AI Agent Infrastructure platforms and AI OPC startup ecosystem incubation. The company has independently developed an underlying intelligent agent infrastructure platform that improves inference computing power utilization and reduces deployment costs. Its first standardized product, Focus Flow,an AI-powered self-discipline learning system,won second place at the Google AI Hackathon and has launched pilot programs overseas.

As Chinese enterprises accelerate their global expansion, demand for AI talent has evolved from pure technical skills to a combination of "technology + industry + international" competencies. A persistent shortage of high-end AI technical talent and a gap between applied talent training and actual business needs remain major challenges for companies pursuing digital transformation and overseas market expansion. The Oracle (Shanghai) AI Talent Innovation Center will leverage Oracle's global technology education resources, certification systems, cloud infrastructure, and overseas university partnerships to drive internationally collaborative AI talent development programs.
