Overseas professionals working in the Yangtze River Delta Ecology and Greenery Integration Demonstration Zone can now access streamlined and cross-region residence permit services locally, eliminating long-distance travel for key administrative tasks.
Xicen International Talent Hub in Qingpu District, a core service hub for the demonstration zone spanning Shanghai's Qingpu District, Jiangsu's Wujiang District and Zhejiang's Jiashan County, has upgraded its service system recently to include on-site processing of Shanghai overseas talent residence permit applications. The expansion leverages the zone's integrated policies and shared qualification recognition to break geographic barriers.
A German national who runs a business in Jiashan previously needed to travel to Qingpu's central area to apply for the talent residence permit. With the new service, he completed the process at a nearby location, significantly reducing time and travel cost.
"Cross-region service connectivity and shared qualification recognition are core advantages of the demonstration zone's integrated talent development," said Zhu Lian, an official with the Qingpu District Talent Development Service Center. "Bringing talent residence permit services locally removes geographic restrictions, allowing overseas professionals in Qingpu, Wujiang and Jiashan to access standardized services conveniently."
Launched in March 2025, the two-story hub in Xicen which covers 780 square meters is a one-stop platform offering various government and life services.
Focusing on the entire life cycle of talented personnel, it handles 116 government services, including ID card application, household registration, and social security processing.
To achieve integrated and efficient services, it integrates 10 "one-stop" services related to talent settlement, employment, entrepreneurship, education, and health care, significantly cutting the application time for applicants and exempting them from shuttling between multiple government departments.
Since opening, the hub has processed about 13,000 talent-related services covering household registration, immigration, housing and financial services, with a satisfaction rate exceeding 95 percent.
